SMITH , CLERK <br /> Sheriff Deryl Loar <br /> Indian River County <br /> June 28 2013 <br /> Ms. Joycelyn Johnson <br /> Office Of Criminal Justice Grants <br /> Florida Department of Law Enforcement <br /> 2331 Phillips Road <br /> Tallahassee, Florida 32308 <br /> Dear Ms. Johnson: <br /> Re : CERTIFICATION FOR LEASED VEHICLE FUNDING <br /> The Multi-Agency criminal Enforcement (MACE) Unit Project has aggressively deterred the <br /> sale of illegal drugs within Indian River County for the past 19 years through effective utilization <br /> of the Edward Byrne Memorial Justice Assistance Grant (JAG). Portions of this funding have <br /> been historically utilized to provide lease vehicles for intelligence gathering and investigative <br /> operations that have lead to the arrest and conviction of hundreds of illegal drug suppliers. <br /> The detectives assigned to the MACE Unit utilize these undercover vehicles during extraordinary <br /> circumstances on an as needed basis, providing both surveillance and security for cooperating <br /> informants and under cover law enforcement officers during high risk narcotic investigative <br /> operations . Without adequate surveillance vehicles, detectives would be unable to accomplish <br /> the stated performance objectives outlined within the program. The wide variety, of leased <br /> vehicles available allows them to blend in with the general population without detection of their <br /> official job function. Having the ability to exchange these vehicles frequently is crucial to <br /> officer safety during convert operations due to suspects being able to recognize undercover <br /> vehicles even after relatively short periods of time.
