Commissioner Loy and unanimously carried, the requested author- <br />ization for final public hearing by Mrs. Cruze for a zoning <br />change was approved, and hearing was set for May 7, 1969. <br />Martin Peterman appeared before the Board in regard to <br />the proposed plan by the State Road Department in using 19th <br />Place as a one-way section of Route 60 through Vero Beach. <br />Mr. Peterman was informed that this plan was only one alter- <br />native of the State Road Department and that when the final <br />choice was made there would be a Public Hearing by the State <br />Road Department. <br />On a Motion made by Commissioner Massey, seconded by <br />Commissioner Loy, it was unanimously carried that the final <br />plat of Mobile Villa Estates be approved upon the determination <br />made by this Board that the streets and easements shown upon <br />this plat are not required for public use, and that they are <br />not and will not be a part of the County's System of Public <br />Roads and said Board has waived a dedication of the same <br />to the public and has approved this plat with the understanding <br />that the streets and drainage 'easements will not be maintained <br />by the County; providing also that the construction of the <br />streets to County Specifications is not required, and that the <br />Board wishes a performance bond for completion of improvements, <br />specifying only that the Board requires the connection,within <br />the public right-of-way, from the private streets to the public <br />road shown on the plat to be constructed according to County <br />Specifications for public roads. <br />Oscar Fultz appeared before the Board in regard to the <br />paving of 6th Avenue. Mr. Fultz was informed that the City has <br />been moving its utility poles which has delayed the progress <br />of the construction of 6th Avenue; and that after the City has <br />completed this task, the County will be able to finish the <br />Street without interruptj6ri;.. <br />Charles Herring, Attorney for residents of the Wabasso <br />Area, stated that his clients had purchased property and taken <br />out mortgage loans but were not permitted to bu'}s <br />APR 91969 wm% ��a:, <br />explained to Attorney Herring that County Subdivision Regulations <br />
