On a Motion made by Commissioner Bogosian, seconded by <br />Commissioner Massey, the following Resolution was unanimously <br />adopted: <br />7 R n,r/eNri Na. .2,//f,/ <br />7 R Ade /Va. 2,' <br />RESOLUTION 69-24 <br />RESOLUTION BY LOCAL <br />OFFICIALS TO IMPLEMENT <br />CHAPTER 22 FLORIDA STATUTES <br />TO PROVIDE, IN THE EVENT OF ENEMY ATTACK UPON THE UNITED <br />STATES, FOR THE CONTINUITY OF THE OFFICIAL FUNCTIONS OF THE <br />GOVERNMENT OF INDIAN RIVER COUNTY, STATE OF FLORIDA, AND FOR <br />INTERIM SUCCESSION TO THE OFFICES OF DULY ELECTED OR APPOINTED <br />OFFICIALS OF INDIAN RIVER COUNTY WHEN SUCH ELECTED OR APPOINTED <br />OFFICIALS ARE UNAVAILABLE. <br />WHEREAS, as a result of such attack, the duly elected or <br />appointed officials of Indian River County may be UNAVAILABLE <br />to discharge the authority, responsibility, and leadership of <br />the office to which elected or appointed, and <br />WHEREAS, due to the almost certain disruption of com- <br />munications and other services of government it may be im- <br />practicable because of the urgency of the situation to in- <br />itiate and pursue the existing legal procedures for the <br />election or appointment of successors to those officials <br />UNAVAILABLE by reason of enemy attack, and <br />WHEREAS, it is considered imperative to provide for the <br />effective operation of civil government under emergency con- <br />ditions to supply the necessary social services to survivors <br />of the attack, to sustain morale, restore economic functions, <br />resume essential production and facilitate the earliest possible <br />resumption of functions temporarily suspended through necessity, <br />and <br />WHEREAS, Chapter 22, Florida Statutes, enables political <br />entities, local departments and agencies of such political <br />entities of the State of Florida to provide through appropriate <br />Resolution or Ordinance for emergency interim succession to <br />public office to assure the continuation of essential functions <br />of the government of Indian River County under conditions of <br />enemy attack. <br />NOW THEREFORE BE IT RESOLVED by the Board of County <br />Commissioners of Indian River County, the legally constituted <br />governing body thereof, by official action this 21st day • <br />of maY 1969, that in order to assure legally con- <br />stituted leadership, authority and responsibility in the offices <br />of Indian River County in the event of enemy attack,. and to <br />provide for the continuation of essential functions of civil <br />government duringsuch periods of emergency, the following <br />procedures governing automatic interim emergency succession <br />to office in the event of the UNAVAILABILITY of the duly <br />elected or appointed officials are hereby established. <br />-2- <br />MO 21 1969 C;;►.lt 2 -A ,: x:.89 <br />
