Marinas. Marinas are an allowed use within a Village or Hamlet depending upon their <br /> scale and intensity and proposed surrounding development program . When located within a Hamlet , <br /> marinas shall be limited to the recreational aspects of water dependent or water related uses such as wet <br /> and dry docks , bait & tackle shops , marina master' s residence , marina clubhouse , boat ramp , <br /> restaurants , and temporary lodging facilities and must be integrally designed as part of a public <br /> recreational amenity such as a park , water access , or picnic area . The maximum floor-area - ratio shall <br /> not exceed 1 . 0 in the Hamlet . If developed within a Village Center, marinas may include the recreational <br /> aspects of water dependent or water related uses as well as non -recreational aspects including boat <br /> repair and must be integrally designed with the balance of the Village Center and adjoining <br /> neighborhoods . The maximum floor- area - ratio for development of marinas within a Village shall follow <br /> the intensity standards of Table 6 of Policy 21 . 5 in the Village Center. If developed within a <br /> Neighborhood , marinas will be limited to wet docks , boat ramps , marina master' s residence , and marina <br /> clubhouse and must be integrally designed with the balance of the neighborhood and adjoining <br /> neighborhoods . <br /> Policy 21 . 4 : Economic Development . The VOF is designed to position Felismere as a competitive <br /> business environment both at the regional and national levels , and , to create the conditions of <br /> sustainable economic development by promoting high -wage , high - quality employment opportunities . <br /> Policy 21 . 4 . 1 : Agriculture . At a minimum , Florida ' s Right to Farm laws apply to existing and <br /> new <br /> agricultural uses in the VOF . Owners of the land are encouraged to initiate , continue , and expand <br /> agricultural operations , small plot farms , and sustainable agricultural practices . All existing agricultural <br /> operations and practices , including , but not limited to , packinghouses , greenhouses , cooling facilities , <br /> radio antenna tower, and support facilities such as airstrips , shall be allowed to continue . Existing <br /> communication towers such as the Federal Aviation tower and cell phone tower shall remain permissible <br /> non - conforming uses as applicable and reviewed when new plans are approved for the areas in which <br /> they are located . <br /> Uses complementary to and supportive of agriculture and related research and education facilities are <br /> encouraged within the VOF and may be arranged outside of a Village or Hamlet within the Countryside <br /> Comprehensive Plan Goals , Objectives and Policies - Future Land Use Element 11 - 14 <br />
