S . utilizing the methodology employed by the Shimberg Center for Affordable <br /> Housing , University of Florida . Provision of affordable housing units may be by development of <br /> affordable units or other means as determined by the City . Affordable housing shall be subject to a <br /> recorded land use restriction for a period of not less than 20 years and that includes resale provisions to <br /> ensure long -term affordability for income-eligible homeowners and renters . The affordable housing must <br /> be commenced prior to the completion of 75 percent of the market rate dwellings . For purposes of this <br /> policy , the term " affordable housing " means housing that is affordable to a person who earns less than <br /> 120 percent of the area median income , or less than 140 percent of the area median income if located in <br /> a county in which the median purchase price for a single -family existing home exceeds the statewide <br /> median purchase price of a single-family existing home as defined by Section 380 . 0651 ( 3 ) 0 ) , F . For <br /> projects that are to be phased , the provision of workforce housing may also be phased as long as the <br /> minimum required affordable workforce housing is attained at project build - out .
