To fund cost effective methods of relieving congestion and improving capacity within a transit corridor. <br /> Department participation shall be based on documentation by the Department that the project is the most <br /> cost-effective method of relieving congestion and improving capacity within the identified corridor. As funding <br /> allows , this program will consider improvements on facilities designed to prevent them from becoming constrained . <br />
