B . Scope of Work
<br /> Funding is provided to perform eligible activities as identified in the Fiscal Year 2011 Homeland Security Grant Program, consistent with
<br /> the
<br /> Department of Homeland Security State Strategy . The intent of this agreement is to complete the following approved projects :
<br /> 1 . Issues and Project Description
<br /> Issue 3G — Citizen Corps and Community Emergency Response Team (CERT) Program - The Citizen Corps mission is to bring
<br /> community and government leaders together to coordinate the involvement of community members and organizations in
<br /> emergency preparedness, planning, mitigation , response, and recovery .
<br /> "The FY 2011 Citizen Corps Program (CCP ) funds provide resources for States and local communities to :
<br /> • Bring together the appropriate leadership to form and sustain a Citizen Corps Council
<br /> • Develop and implement a plan and amend existing plans, such as emergency operations plans ( FOP) to achieve and expand
<br /> citizen preparedness and participation
<br /> • Conduct public education and outreach
<br /> • FnSUre clear, timely, and accessible alerts/warnings and emergency communications with the public
<br /> • Develop training programs for the public, including special needs populations, for both all-hazards preparedness and
<br /> volunteer responsibilities
<br /> • Facilitate citizen participation in exercises
<br /> • Implement volunteer programs and activities to support emergency responders
<br /> • Involve citizens in surge capacity roles and responsibilities during an incident in alignment with the Emergency Support
<br /> Functions and Annexes
<br /> • Conduct evaluations of programs and activities

<br /> Eligible activities are outlined in the Scope of Work for each category below . FY201 I SHSGP allowable costs are divided into
<br /> the
<br /> following categories : planning, training, exercises, equipment, management and administration cost. Each category ' s allowable
<br /> costs have been listed in the " Budget Detail Worksheet" above. Eligible activities should support the above approved projects
<br />.
<br /> A . Planning
<br /> Integrating non-governmental entities into the planning process is critical to achieve comprehensive comnxmity preparedness . To
<br /> meet this important objective, IISGP funds may be used to support the following :
<br /> •
<br /> Establishing and sustaining bodies to serve as Citizen Corps Councils
<br /> • Assuring that State and local government homeland security strategies , policies , guidance, plans, and evaluations include a
<br /> greater emphasis on government/non -governmental collaboration , citizen preparedness , and volunteer participation
<br /> • Developing and implementing a counnunity preparedness strategy for the State/local jurisdiction
<br /> • Developing or reproducing accessible public education and outreach materials to : increase citizen preparedness and
<br /> knowledge of protective actions (to include the national Readv Campaign materials ); promote training, exercise, and
<br /> volunteer opportunities , and inform the public about emergency plans, evacuation routes , shelter locations, and public
<br /> alerts/warnings
<br /> o All public education and outreach materials must include the national orjurisdiction ' s Citizen Corps logo ,
<br /> tagline or website or the Ready logo , tagline, or website and comply with logo standards . For more information

<br /> special needs considerations, to include language, content, and method of communication
<br /> o Allowable expenditures include :
<br /> • Media campaigns : Public Service Announcements ( PSAs ), camera- ready materials, website
<br /> support, and newsletters
<br /> • Outreach activities and public events : Booth displays, event backdrops or signs, displays and
<br /> demonstrations, utilizing translation services, and informational materials such as
<br /> brochures/flyers
<br /> • Promotional materials : Pens/pencils, pins, patches, magnets, souvenir clothing/headwear, etc .
<br /> Expenditures for promotional items must not exceed 15 percent of the total Citizen Corps
<br /> Program allocation ( see CCP Equipment for information on equipment caps )
<br /> • Establishing, expanding, and maintaining volunteer programs and volunteer recruitment efforts that support disaster
<br /> preparedness and/or response.
<br /> o Citizen support for emergency responders is critical through year-round volunteer programs and as surge capacity in
<br /> disaster response . Citizen Corps funding may be used to establish , enhance or expand volunteer programs and
<br /> volunteer recruitment efforts for Neighborhood Watch/ ( JSAonWatch , Community Emergency Response Teams
