S . This law authorizes and empowers each inland navigation district to undertake <br /> programs intended to alleviate the problems associated with its waterways . The purpose <br /> of this rule is to set forth the District ' s policy and procedures for the implementation of <br /> an assistance program under Section 374 . 976 , F . S . , for local governments , member <br /> counties and navigation related districts within the District .
