Mehta, P .E . <br /> Managing Director <br /> Solid Waste Disposal District <br /> Indian River County <br /> 1325 74th Avenue SW <br /> Vero Beach, Florida 32968 <br /> Subject: Proposal to Implement FDEP-Required Activities <br /> Former South Gifford Road Landfill <br /> Vero Beach, Indian River County, Florida <br /> Dear Mr. Mehta : <br /> Geosyntec Consultants (Geosyntec) is pleased to submit this letter proposal to the Indian River <br /> County (IRC) Solid Waste Disposal District ( SWDD) to provide professional services to <br /> implement FDEP-required activities associated with continued groundwater monitoring for the <br /> chlorinated volatile organic compound (CVOC) plume at the Former South Gifford Road <br /> Landfill located in Vero Beach, Indian River County, Florida. This fee proposal includes budget <br /> for various field activities required by FDEP and/or as requested by IRC , as well as ongoing <br /> project support activities related to notification activities and coordination and interaction with <br /> FDEP, Florida Department of Health (FDOH), and Treasure Coast Regional Planning Council <br /> (TCRPC) . Geosyntec has prepared this proposal (professional services as Exhibit 1 ) as <br /> Amendment No . 1 to existing Work Order No . 7 for the Continuing Contract Agreement for <br /> Professional Services between IRC SWDD and Geosyntec, dated 15 November 2011 . The <br /> remainder of this letter provides an overview of the project background, a description of the <br /> proposed scope of work, a budget estimate, and a discussion of the schedule for accomplishment <br /> of the work described herein . <br /> PROJECT BACKGROUND <br /> CVOCs were discovered in groundwater in samples collected at the site in 1999 , and Geosyntec <br /> implemented ongoing assessment, semi-annual plume monitoring, and remediation activities , as <br /> required by the FDEP. Remediation activities have been ongoing at the Site since 2003 , and <br /> have included. aggressive source area excavation (including an area with dense non-aqueous <br /> phase liquid [DNAPL] ), interim pump and treat (IP&T) for hydraulic control of Site <br /> groundwater, source area bioremediation, and associated natural attenuation monitoring for the <br /> downgradient dissolved plume . In support of the ongoing semi-annual groundwater monitoring <br /> program at the Site, FDEP has required maintenance of the monitoring network, including <br /> rehabilitation, reinstallation, and professional land surveying of several monitoring wells .
