Mehta, P .E. <br /> 19 April 2013 <br /> Page 3 <br /> Phase 3 — Required Notification Activities <br /> FDEP requested in their 29 March 2013 letter that the County establish a temporary point of <br /> compliance (TPOC) beyond the property boundary of the landfill, as required by Rule 62- <br /> 780 .220 . Under this task, Geosyntec will complete the activities required to establish the <br /> temporary extension of the TPOC , including : (i) preparing a notification package (i .e . , to provide <br /> written notice in accordance with Rule 62-780.220(3)) to the County Health Department and all <br /> real property owners into which the point of compliance is allowed to extend); (ii) assisting IRC <br /> SWDD with preparation of the notice to be published (by IRC SWDD), as required, in a <br /> standard-size newspaper of general circulation ; and (iii) providing copies of notices, to FDEP to <br /> document completion of the process . <br /> Phase 4 — Annual Pollution Remediation Liabilities Evaluation <br /> As requested by IRC SWDD, under this task, Geosyntec will prepare the annual environmental <br /> is evaluation. This document is prepared annually in response to Governmental <br /> Accounting Standards Board Statement No. 49 (GASB No . 49), Accounting and Financial <br /> Reportingfor Pollution Remediation Obligations, which requires the inclusion and calculation of <br /> pollution remediation obligations . The objective of GASB No . 49 is to enhance the usefulness <br /> and comparability of pollution remediation obligation information reported by state and local <br /> governments . It has been assumed that the report will include the evaluation of six sites, <br /> including South Gifford Road Closed Landfill (4701 41st Street) , Old Administration Building <br /> ( 1840 25th Street), Former Cattle Dip Site (9255 93rd Street), North County Reverse Osmosis <br /> Plant (7751 58th Avenue), and Shadowbrook Estates (7775 85th Street) . <br /> Phase 5 — Field Activities <br /> Under this task, Geosyntec will perform all field activities related to the plume groundwater <br /> monitoring, as discussed herein. The field activities will include field preparation, groundwater <br /> sampling, and water level measurements . Field preparation activities will include scheduling and <br /> staffing, subcontracting, coordination with the analytical laboratory, field equipment preparation, <br /> and notifying FDEP and Vero Beach Municipal Airport of the field schedule . <br /> Geosyntec will perform the groundwater sampling activities associated with the CVOC plume <br /> monitoring wells . With FDEP ' s approval for use of Geosyntec-recommended Passive Diffusion <br /> Bag (PDB) Samplers, the sampling activities will be completed in less time than previous events <br /> that have been performed with traditional low-flow sampling techniques. A minimum of two <br /> weeks prior to the summer semi-annual sampling event, Geosyntec personnel will deploy the . <br /> PDBs in wells proposed for sampling using this technique (i .e . , wells that are at least <br /> 1 -in <br /> diameter and are being sampled only for volatile organic constituents [VOCs]) .
