-rI= <br /> kessler consulting inc , <br /> innovative waste solutions <br /> Indian River County, Florida <br /> Solid Waste Disposal District <br /> Scope of Work for <br /> Solid Waste Technical Assistance <br /> August 10, 2012 <br /> SCOPE OF SERVICES <br /> Kessler Consulting, Inc . ( KCI ) proposes to provide solid waste technical assistance to Indian River County <br /> ( County ) on an as needed basis . Services would be provided only at the request of the Solid Waste <br /> Disposal District ( SWDD ) and would be billed on a time and materials basis . Assistance that might be <br /> provided includes, but would not be limited to , the following : <br /> Assist with completing negotiations for a Recyclables Transfer, Processing and Marketing <br /> Service Contract and with presenting the contract to the Board of County Commissioners for <br /> approval . <br /> Calculate the monthly recyclable materials market index and revenue owed to SWDD by the <br /> processor pursuant to the Recyclables Processing Contract , <br /> Should SWDD ' s recyclables processor request to conduct a composition study of recyclables <br /> received at SWDD ' s materials recovery facility, review and comment on the processor' s <br /> proposed methodology and possibly be on site to observe the study while in process . <br /> Provide information and analysis regarding solid waste management trends in Florida and <br /> the United States . <br /> Provide updates on changes to Florida laws and regulations related to solid waste <br /> management and the State recycling goal . <br /> Provide other technical assistance related to solid waste management and the services <br /> provided by SWDD . <br /> DELIVERABLES <br /> Deliverables will depend on the specific assistance requested by SWDD and will be agreed upon prior to <br /> initiating work . <br /> COMPENSATION AND TIMELINE <br /> Because the exact level of effort that will be requested by the County is not known , KCI proposes to <br /> conduct all work on a time and materials basis for an amount not to exceed $ 25 , 000 . Services will be <br /> invoiced monthly at the rates provided below, which include all overhead and direct and indirect costs . <br /> Expenses ( e . g . , travel ) will be billed at cost without markup . <br />
