(Geosyntec ) is pleased to submit this proposal to Indian River <br /> County ( IRC) , Solid Waste Disposal District ( SWDD) to provide engineering services related to <br /> the renewal of the five - year Title V Air Operation Permit for the IRC Landfill ( IRCL) facility . <br /> The current 5 -year permit will expire on June 30 , 2012 with the renewal application due <br /> on <br /> December 31 , 2011 . The proposal presents the scope of work, schedule, and budget estimate for <br /> the preparation and submittal to the Florida Department of Environmental Protection (FDEP) the <br /> application for the renewal permit, including Tier 2 testing and analysis to estimate the annual <br /> quantity of nonmethane organic compounds (NMOC) emissions from the IRC Class I landfill , <br /> and responding to any requests for additional information ( RAIs) by the FDEP . The proposal <br /> was prepared in response to a verbal request from Mr . Himanshu Mehta, P . E . , Managing <br /> Director, of SWDD , during a 2 November 2011 telephone conversation with Dr. Kwasi Badu- <br /> Tweneboah , P . E . of Geosyntec . <br /> Geosyntec has prepared this proposal as Exhibit I to Work Order No . 1 for the Continuing <br /> Contract Agreement for Professional Services between IRC SWDD and Geosyntec , dated 15 <br /> November 2011 . The remainder of this proposal presents : (i ) project background ; ( ii) proposed <br /> scope of work ; ( iii ) schedule ; and ( iv ) budget estimate . <br /> PROJECT BACKGROUND <br /> The IRCL facility is located in southern Indian River County, east of Interstate 95 , south of Oslo <br /> Road , and west of Rangeline Road in Vero Beach , Florida. The landfill serves the unincorporated <br /> Indian River County and municipalities of Vero Beach , Orchid , Fellsmere , Sebastian , and Indian <br /> River Shores .
