".,y, ��Cre..!wmk➢8s:mtia+r yam• <br />a <br />w,._,�axvv �w 'vm.`;m-.i., sur. � - y � • ' �'�.�'' '.'^'�4 <br />Chairman Dritenbas left the meeting and Vice -Chairman <br />Bogosian took the Chair. <br />A Motion was made by Commissioner boy, seconded by <br />Commissioner Massey and unanimously carried that the Administrator <br />is authorized to open the swale ditch on 14th Avenue between <br />4th Court and 4th Avenue. <br />There was no objection by the Board to a submarine cable <br />to be placed across the Indian River in the vicinity of U. S. #1 <br />and the Sebastian Bridge by Southern Bell Telephone Company. <br />It was moved by Commissioner Massey, seconded by Commissioner <br />Loy and unanimously voted to authorize the County Administrator <br />to purchase not more than 65 pieces of steel sheet piling, this <br />being the approximate amount of piling necessary in connection <br />with the repairing or rebuilding of a County Bridge over the <br />South Relief Canal at Twentieth Avenue; and to further authorize <br />the purchase of this piling without advertising for bids, it <br />being considered of vital importance in the public interest and <br />as an immediate safety precaution that the provisions of Section <br />125.08 (2) be waived in this specific instance in order to prevent <br />undue delay resulting from the time elapsed in advertising for <br />bids; and to instruct the Administrator to purchase the piling <br />from L. B. Foster of Orlando, Florida, in a effort to obtain it <br />at the least possible cost to Indian River County, in as much as <br />the said L. B. Foster is apparent low bidder in contracting to <br />sell steel sheet piling to the State Board of Transportation for <br />Florida State purposes. Reference was made to Florida Attorney <br />General's Opinion No. 329 of 1947 wherein the Board of County <br />Commissioners of Volusia County were authorized to repair a bridge <br />at New Smyrna Beach, Florida, under similar circumstances, without <br />advertising for bids. <br />Ar <br />:&S <br />MAR 18 1970 <br />
