<br />The foregoing estimates as made by the Board: 'and published in the Vero Beach Press-
<br />nal, a newspaper published in the County in the issue of said newspaper of the 12th
<br />of July 1929, was' then taken up, considered, and finally adopted. The Board then
<br />roceeded with the matter. of fixing the rate of. talion for the County and Special
<br />strict purposes for the year 19299 and after a careful consideration of the estimates
<br />receipts and the estimates of expenditures it was the determination of the Board
