MM File # 1351 <br /> August 12 , 2013 <br /> NON -EXCLUSIVE PROFESSIONAL ENGINEERING AGREEMENT <br /> CONTINUING CONSULTING SERVICES <br /> " EXHIBIT 1 " <br /> SEWER FEASIBILITY FOR NORTH SEBASTIAN AREA <br /> ( Scope of Work) <br /> • Project Description <br /> Masteller & Moler , Inc . ( MM ) is pleased to present you with Work Order #6 which provides <br /> for professional engineering services for the preparation of a Sewer Feasibility Study and <br /> Report related to the replacement potential for septic tank uses along or within close <br /> proximity to the Indian River Lagoon . The Feasibility Study and Report will cover an area <br /> generally described as having a western limit of US Highway # 1 , an eastern limit of <br /> the <br /> Indian River Lagoon , the Northern Limit of Indian River Drive connection to US Highway <br /> # 1 , and the Southern Limit as Main Street . <br /> There are numerous benefits to be gained by construction of a sanitary sewer collection <br /> and conveyance system in the study area . One primary benefit is the elimination of <br /> numerous existing septic systems which result in pollution of the groundwater table and <br /> ultimately pollution of the Indian River Lagoon to the east . Also , in many cases these <br /> septic systems represent inconvenience and expense to the homeowners due to their <br /> malfunction . Another primary benefit of the sanitary sewer collection and conveyance <br /> system construction in the study area is the ability for many commercial areas to be <br /> developed without the constraints caused by the use of septic systems . The presence of a <br /> sanitary sewer collection and conveyance system in areas zoned for commercial uses will <br /> enhance the likelihood of development . <br /> A brief description of the scope of services and deliverables for this Work Order is provided <br /> below : <br /> • Scope of Services <br /> The Sanitary Sewer Feasibility Study will result in a comprehensive bound report which can <br /> be used as a resource and design tool for future phases of the project' s implementation . <br /> Masteller & Moler , Inc . will conduct site visits to the study area as necessary , collect and <br /> analyze all available data and utilize the information to develop the most cost effective and <br /> reliable sanitary sewer collection and conveyance system to serve the study area . <br /> The Report will contain a discussion and exhibit of existing conditions including the extent <br /> of existing sanitary sewers , as well as the general location of residential and commercial <br /> areas . The exhibit will also show the nature and location of existing man - made <br /> improvements through the use of aerial photography . <br />
