Our File # 1154
3126/2013
NON -EXCLUSIVE PROFESSIONAL ENGINEERING AGREEMENT
CONTINUING CONSULTING SERVICES
AMENDMENT #1 TO
" EXHIBIT 1 "
• Proiect Description -
Masteller & Moler, Inc. (MM) is pleased to provide you with Amendment # 1 to Work Order
# 1 ; which was approved by the Board of County Commissioners on December 13 , 2011 .
Work Order #1 provides for ' professional engineering services in connection with a
stormwater reuse supply and treatment system to expand Indian River County's reuse water
system supply capacity . The project generally involves development of a stormwater reuse
treatment system and pumping station on property at the northeast corner of 66th Avenue
and 57th Street . At this location , a stormwater reuse treatment system and pumping station
will obtain stormwater from the adjacent Indian River Farms Water Control District
( IRFWCD) Lateral A Canal . The stormwater from the canal will be treated by the proposed
project and pumped into the County' s existing reuse water system coming from the West
Regional Wastewater Treatment Plant and blended with the reuse water from the treatment
plant. The proposed project is capable of supplementing the existing reuse system with an
additional 1 . 5 MGD of treated stormwater and will provide for pumping the treated reuse
water to the new 3 . 0 MG reuse storage tank on 77th Street . The surveying , design , and
construction plans/specifications are complete and the Florida Department of Environmental
Protection Construction Permit, St. Johns River Water Management District Consumptive
Use Permit, and US ACOE Culvert Connection Nationwide Permit have been secured .
However, the Indian River County Major Site Plan approval process has presented an issue
which results in the need for this Amendment # 1 .
The project surveying services , design , and contract plans were completed in 2012 and
were based on elevations utilizing the NGVD 1929 datum which the County has historically
used . However, in early 2013 Indian - River County adopted the requirement that all
elevations going forward will be based on NAVD 1988 datum . Therefore , in order to secure
Indian River County Major Site Plan Approval , it is necessary to revise all of the project
elevations shown on the site survey , construction plans and Stormwater Management Plan /
calculations from the NGVD 1929 datum elevations to the NAVD 1988 datum elevations .
These additional services must be done very carefully in order that every elevation is
revised correctly to avoid problems with future phases of the project's execution .
A brief description of the Scope of Services and Deliverables for Amendment #1 to Work
Order #1 is provided below:
• Scope of Services
The additional services covered by this Amendment #1 to Work Order # 1 will generally
consist of the following :
