When FDEP has established basin wide goals , IRC will have <br /> the historical data necessary to validate a request for county wide nitrogen and phosphorus <br /> credits . <br /> SCOPE OF SERVICES <br /> We propose to complete the above described work in two separate phases as follows : <br /> Phase I — Preliminary Coordination with FDEP <br /> MBV Engineering will establish the initial groundwork that will be necessary to achieve an <br /> understanding with FDEP of the desired outcome . Through this preliminary coordination, MBV <br /> Engineering will evaluate the feasibility of Phase II and determine what will be required to <br /> obtain the proposed permit modifications . It is anticipated that a significant amount of <br /> coordination will be required with both the Central and Southeast Districts since FDEP <br /> jurisdictional boundaries have changed since the issuance of the Spoonbill Marsh, Egret Marsh <br /> and PC South construction permits . Phase I will include at least one face to face meeting with <br /> representatives from both the Central and Southeast Districts to facilitate the transfer of <br /> knowledge regarding the history of the North RO Plant, South RO Plant and West Regional <br /> WWTF discharge permits and treatment systems . <br /> Phase II — Formal Permit Modifications <br /> Based upon our knowledge and understanding of the rules and regulations of the governing <br /> agencies, the following scope for Phase II is anticipated; however, it could change depending on <br /> the information obtained in Phase I. <br /> Tabulation and Analysis of Plant Operating Data <br /> MBV Engineering, Inc . will tabulate and analyze historical plant operating data and sampling <br /> records , which document the removal of phosphorus and nitrogen from the South County RO <br /> Plant, North County RO Plant, and the West Regional WWTF . Analysis results will be <br /> summarized in a report that will be provided along with the applications to provide substantiation <br /> for the permit modification request. <br /> Preparation and Submittal of FDEP Permit Renewal Application <br /> MBV Engineering, Inc will prepare and provide to FDEP and IRCU, the applications and forms <br /> necessary to revise the West Regional WWTF operating permit, the North County RO and the <br /> South County RO NPDES Industrial Wastewater Discharge Permits . <br /> Preparation of FDEP Required Backup Documentation <br /> MBV Engineering, Inc . will provide to FDEP and IRCU the following backup documents , maps , <br /> and diagrams that are necessary to obtain the revised permits . <br /> 1 . Process Flow Diagrams <br /> 2 . Site Plans <br /> 3 . Location and Vicinity Maps <br /> Preparation of Capacity Analysis Reports for each plant <br /> Page 3 of 4 <br />
