Upon Motion by Commissioner Loy, second by Commissioner Massey, <br />the.,Board unanimously voted to notify the public that applications <br />for Civil Defense Director will be accepted until March 8, 1971; <br />and that qualifications will be available in the Clerk's office. <br />Motion was made by Commissioner Massey, seconded by Commissioner <br />Loy and unanimously carried that the Administrator be directed to <br />write a letter of commendation to Fred Prestin for:the excellent <br />performance of his duties as Civil Defense Director. <br />Mrs. Ammons, appearing in quest of the use of Pleasant Ridge <br />School, was told to continue working on plans for the usage of the <br />School, and the Board deferred action for another two weeks. <br />Reverend Farr, appearing in behalf of the Ministerial Association <br />presented the following Resolution: <br />R E S O L U T I O N <br />The Ministerial Association of Indian River County, Florida <br />believes that in order to promote the spiritual growth of the <br />community it is necessary to look to the underlying conditions <br />whi ch„`hsvn_ to-do, idt#- tho "dignity- of man: and- the . iir- which man <br />lives, and particulariy the root causes of crime and delinquency, <br />many of which stem from the common enemies of mankind: disease, <br />poverty and indifference by man as to the conditions under which his <br />fellowman lives. <br />One of the problems with which this Association has been concerned <br />is the question of housing. An investigation has.disclosed that there <br />are many people living in Indian River County, in sub -standard homes, <br />which in turn reflect upon the standards of, children that are raised <br />In such surroundings, and reflect back to delinquency and crime; and, <br />that there is also a scarcity of homes in which people in the lower <br />income groups can live commensurate with their incomes, and that, <br />therefore, there is a demanding need for.something to be done to <br />correct these conditions, so as to bring about a better standard of <br />living for our people which not only will be toward their spiritual <br />growth, and uplifting, but will also be for the economic growth and <br />expansion of the community. <br />It has long been said that what is everybody's business is <br />nobody's business. It is, therefore, the belief of this Association <br />that immediate action should be taken to establish a housing <br />authority in the City of Vero Beach and also in Indian River County, <br />which authority when established would be charged with the respon- <br />sibility of moving forward in the housing field to correct the <br />deficiencies which we have enumerated. <br />THEREFORE, BE IT RESOLVED BY THE MINISTERIAL ASSOCIATION OF <br />INDIAN RIVER COUNTY, FLORIDA, in regular meeting assembled, that we do <br />respectfully request and urge the City Council of the City of Vero <br />Beach and the Board of County Commissioners of Indian River County, <br />without further delay, to take the steps necessary to establish <br />within their respective jurisdictions, a housing authority under the <br />provisions of Chapter 421 of the Laws of Florida. <br />c A <br />FEB 1 a'97, <br />K <br />
