Work Order No. 1-Solid Waste Master Plan Update <br /> • A summary of the current solid waste ordinances and interlocal agreements and the <br /> recommendations . <br /> • The draft Section 5 will be submitted as a TM for SWDD review and comment prior to <br /> integration into the 2014 Master Plan Update report. <br /> • The final solid waste collection and recycling plan recommendations report will be <br /> attached as an exhibit to the 2014 Master Plan Update . <br /> Task 7 - Update of Capital Improvement Program <br /> Based on the results of Sections 1 through 6, the Consultant will prepare and update the <br /> FY2014-20 Capital Improvement Program (CIP) based on the identified needs to achieve the <br /> objectives of the 2014 Master Plan Update . The Consultant will prepare an engineer' s opinion <br /> of probable cost estimates for landfill disposal area and infrastructure, and the CCC facilities' <br /> expansions and/ or improvements. The cost estimates will be broken down to construction costs <br /> based on conceptual plans prepared by other consultants, engineering, permitting and <br /> construction inspection and quality control cost. A time and priority schedule will be provided <br /> for implementation of the recommended FY 2014-20 CIP. <br /> The Consultant will also review specific recommendations or items in the KCI prepared <br /> Recycling Plan that may require capital expenditure by the County, such as development of an <br /> on-site waste processing facility, during the planning period for inclusion in the Capital <br /> Improvement Plan. Preparation of construction cost estimate for on-site processing facilities is <br /> not included . <br /> Task Deliverable: <br /> • Updated FY 2014-20 CIP along with cost estimates and schedule for implementation <br /> • The draft Section 6 will be submitted for review and comment prior to integration into <br /> the 2014 Management Plan Update . <br /> Task 8= 2014 Solid Waste Management Plan Report <br /> The Consultant will combine the Sections 1 through 5 into one report, and prepare an executive <br /> summary listing the goals and objectives of the SWDD, identifying the needs and requirements, <br /> and summarize findings and recommendations of the updated CIP for FY 2014-20. <br /> The Consultant will provide a plan of action along with a time-line for implementation by the <br /> SWDD for addressing the long-term needs and requirements of the Solid Waste Management <br /> system . This will include future action items related to updating current ordinances related to <br /> the County' s solid waste management and obtaining interlocal agreements with the <br /> municipalities within SWDD service area. The final Report is not anticipated to be more than <br /> 100 pages . <br /> Task Deliverable: <br /> • Five (5) copies of draft 2014 Solid Waste Management Plan for review and comments <br /> • Twelve (12) copies of the final 2014 Solid Waste Management Plan Report <br /> Task 9- Presentation <br /> Upon request from the County, the Consultant will prepare a presentation or a workshop to the <br /> Board of SWDD detailing the updated Master Plan, the FY 2014-20 CIP and the recommended <br /> plan of action. One (1 ) presentation to the Board of County Commissioners is budgeted . <br /> [6] <br />
