LEAD BASE PAINT POISONING <br />IN NO INSTANCE SHALL LEAD BASED PAINT BE UTILIZED IN THE <br />REHABILITATION OF A STRUCTURE. If a property was constructed before 1978, <br />there is a possibility that it may contain lead-based paint. All properties built before <br />1978, not being replaced, will be tested for the presence of lead-based paint. Where lead- <br />based paint is found, removal or abatement procedures will be included in the <br />rehabilitation of the housing unit. Encapsulation, where feasible, will be the preferred <br />method of addressing existing lead-based paint. <br />11. CLOSEOUT DOCUMENTATION <br />The following will be provided to the Department of Community Affairs as part of the <br />closeout package at the completion of the Neighborhood Stabilization Program contract: <br />1. The date each property purchased was acquired. <br />2. The date that the rehabilitation of each property was completed and the amount <br />expended on each property. <br />3. The household composition of the beneficiary renting or purchasing each housing <br />unit: <br />a. Whether the recipient was a female head of household <br />b. The number of handicapped people occupying the household <br />c. The number of elderly people living in the household <br />d. The total household income and the median income category that the <br />recipient qualified under <br />e. The racial composition of the recipient household <br />f.
