ATTACHMENT "A" <br />INDIAN RIVER COUNTY DEPARTMENT OF UTILITY SERVICES <br />CENTRAL WWTP & REGIONAL SLUDGE PROCESSING FACILITY <br />PROCESS & ODOR STUDY <br />SCOPE OF SERVICES <br />I. PROJECT DESCRIPTION <br />The West Regional Wastewater Treatment Plant (WRWWTP) is located at 8405 8th Street <br />Vero Beach, FL 32960. Construction on the West Regional Wastewater Treatment Facility expansion <br />begun in July of 2007 and completed in May of 2010. The facility includes the a pretreatment <br />structure with two (2) screens, and grit chambers and a 1000 CFM odor control system, a 5 -stage <br />Biological Nutrient Removal (BNR) system reusing the existing tankage and adding new tankage, <br />conversion of the system to use diffused air, adding two additional clarifiers with final total of four, <br />three new effluent filters final total of four, additional chlorine contact basins, additional rotary drum <br />thickeners, a new single stage 2500 SCFM chemical scrubber for existing aerated sludge holding <br />tanks, additional pumps, piping, chemical feed systems and controls. <br />Although, the initial design and construction of the Wastewater Plant included Odor Control equipment <br />for areas of the plant that normally are expected to generate odors, recently, adjoining neighbors have <br />expressed concerns about odors from the plant. <br />Subsequently, it is important to review the plant to determine quickly what additional modifications <br />may be required to address the odor complaints. Indian River County has requested PBS&J to perforin <br />odor evaluation for the WRWWTP. The objectives of this project are to identify and evaluate the <br />odor sources, c sample emissions of odorous compounds from facility and recommend appropriate <br />methods for reducing odor emissions, if required. To achieve these objectives, PBS&J will utilize <br />services of Jacobs Air Water Systems for collecting grab samples and Columbia Analytical Services, <br />Inc for the sample analysis. The grab samples will be taken directly at the source where the <br />emissions are expected at their highest level of detection. The sources will be prioritized to identify <br />process parameters that might be responsible for the emissions, and evaluate potential approaches <br />and costs for controls. <br />II. SCOPE OF SERVICES <br />The specific services and tasks to be provided by PBS&J are described as follows: <br />Task 1— Project Initiation and Data Collection <br />A. Activities during this initial period will focus upon gathering and compiling existing data <br />related to the operation of the wastewater treatment processes. Influent quality data (since <br />the start-up) will be collected and evaluated, The collected information and data will be <br />reviewed and evaluated for relevant information <br />1 <br />
