Task 2 - Source Sample Collection and Analysis of Air Samples
A. Using the existing design data and drawings, PBS&J will develop and conduct a source -
sampling program that will seek to measure odor and sulfide emissions from the sources
considered most important. Grab samples will be collected to measure odor emissions. Gas
chromatographic/mass spectrometer (GC/MS) technique will be used to measure common
reduced sulfur compounds as indicated in the sample analysis form included at the end of the
scope.
B. It is assumed that the sampling program will involve one sampling event. The sampling
event will occur to measure existing emissions, in order to establish an estimate of emissions
before certain improvements are made to the existing facilities. The sampling event will
consist of one day of travel and equipment set-up and sample collection. No more than
ten(10) samples will be collected and analyzed for sulfide compounds and odor
characterization during the sampling event The number and location of samples are
estimated as follows.
Sample Event No. 1
Sample
Sample Location Number Type
Headworks Odor 2 Point
Control System
Grit Dumpster I Grab
Upstream of Screens 1 Grab
Anaerobic Tank 2 Grab
First Anoxic Tank 2 Grab
Sludge Scrubber 1 Point
By the RIBS 1 Grab
Comments
In and out - durint; normal operation
None
Influent Box
Inlet/outlet
Inlet/outlet
Scrubber Discharge
Sample at the boundary
C. The County will assist PBS&J during the set-up and sampling by operating all equipment,
systems and processes in a normal manner. The County will also facilitate access to
locations to be sampled.
Task 3 — Odor Data Evaluation
A. PBS&J will use the collected emission data to estimate the mass sulfur- and odor emission
concentration for each sampled source. The sources will then be prioritized according to the
estimated total mass emissions.
B. PBS&J will also identify and evaluate appropriate air collection and odor control system for
the each measured source at each WWTP. PBS&J will also evaluate potential controls or
process modifications which might reduce odor emissions. Cost estimates will be developed
for each odor control option evaluated.
2
