Sector 3 Beach & Dune Restoration Project Attachment 1 to Chane Order No . 1
the possibility that non-beach compatible sediments may exist within the upland sand mines and
could be unintentionally placed on the beach . The QC Plan specifies the minimum construction
management, inspection and reporting requirements placed on the CONTRACTOR to be
enforced by the Permittee, to ensure that the sediment from the borrow area(s) to be used in the
Proiect meet the compliance specifications described herein . This Plan specifies the minimum
construction oversight, inspection and reporting requirements to be undertaken by the Permittee
or the Permittee ' s On- Site Representative to observe , sample , and test the placed sediments to
verify the sediments are in compliance with the permits for the Project .
The objective of the Indian River County Sector 3 Beach and Dune Restoration Project is to
restore the shoreline between FDEP reference monuments R20 and R55 , through the placement
of approximately 472 , 000 cubic yards of sand on the beach . This "No Impact" fill template is
designed to provide storm protection as well as a recreational beach and wildlife habitat, while
avoiding negative impacts to nearshore hardbottom . The intent of Indian River County
(henceforth referred to as " County" and/or "Permittee " ) is to obtain permits for construction of
the proposed Project employing either an offshore sand source or an alternate upland sand
source . This document is only pplicable to use of the upland sand source ; a separate document
addresses use of the offshore sand source . The desi nag ted upland borrow area material is to be
excavated from two (2) separate upland mines . Both of the upland mines , Ranch Road Lake and
Fischer 86`h , are located in Indian River County . Tho designated p -im y l .ofro. , , area or- s ^„ r^ o
Bofrow Area Sub Area 3 .
