Therefore, it hereby supersedes anything to the contrary in the Bid Requirements. This ADDENDUM is hereby made a part of and shall be attached to the subject Bid Requirements. All questions about the meaning or intent of the Bid Documents are to be submitted to PURCHASING MANAGER in writing to purchasing@ircgov.com. Interpretations or clarifications considered necessary to such questions will be issued by Addenda mailed or delivered to all parties through the Issuing Office as having received the Bid Documents. Questions received less than ten (10) calendar days prior to the date for opening of Bids shall not be answered. Only questions answered by Addenda will be binding.
