Exhibit 1 <br /> Scope of Work <br /> Work Order #4 <br /> Summerplace Area Sewer Feasibility Study <br /> I . Background / Project Description / Purpose <br /> The Indian River Lagoon is North America 's most diverse estuary with more than <br /> 4 , 300 species of plants (2 , 100) and animals (2 , 200) , including 35 that are listed <br /> as threatened or endangered more than any other estuary in North America , The <br /> Lagoon varies in width from . 5 to 5 miles (0 . 80 to 8 . 0 km ) and averages 4 feet <br /> ( 1 . 2 m) in depth . It serves as a spawning and nursery ground for many different <br /> species of oceanic and lagoon fish and shellfish . The lagoon also has one of the <br /> most diverse bird populations anywhere in America . Nearly 1 /3 of the nation ' s <br /> manatee population lives here or migrates through the Lagoon seasonally . In <br /> addition , its ocean beaches provide one of the densest sea turtle nesting areas <br /> found in the Western Hemisphere . <br /> The Lagoon has faced challenges over the years . The Lagoon is adapting to <br /> adversity. Fishery populations are reduced , salt marshes and mangrove <br /> wetlands are lost, and shellfish harvesting areas grow smaller and are closed . <br /> Directly or indirectly we are all responsible for maintaining a healthy Lagoon . <br /> Indian River Board of County Commissioners has made cleaning the Lagoon a <br /> focal point in their agenda . As residents , business leaders , government <br /> servants , visitors and responsible individuals we can do are part to make a <br /> positive effect on the Lagoon . Numerous symposiums on the health of the <br /> Lagoon have addressed potential impacts from existing septic systems . <br /> Therefore , Indian River County Department of Utility Services with the assistance <br /> from some of the Summerplace Area residents has taken a lead role in <br /> evaluating the feasibility of bringing sewer services to residents currently on <br /> septic. Staff has selected Schulke Bittle and Stoddard , L . L. C . , one of our <br /> consultants , to investigate the possibility of sewer services to an area that can <br /> have a net positive benefit to the Lagoon . The subject study can be utilized as a <br /> guideline to evaluate some of the other hot spots in the County . <br /> The Summerplace project service area is located at the northwest corner of SR <br /> A- 1 -A and CR510 . The service area is approximately 103 .4 acres and has <br /> approximately 294 homesites . The service area is served by Indian River County <br /> potable water mains and private homesite septic systems . The service area is <br /> located approximately % mile from the Indian River Lagoon , and less than % mile <br /> from the shoreline of Michael creek, a tributary to the Indian River Lagoon . <br /> Schulke Bittle and Stoddard , L . L . 0 will research the possible application of three <br /> different sewer collection systems within the Summerplace service area , <br /> including a gravity system , vacuum system , and low pressure system ; prepare <br /> preliminary utility plans for each system ; and prepare an opinion of probable cost <br /> for the construction and operation of each type system .
