C . 7401 et seq . and Executive Order 11738, which provides for the protection and enhancement of the quality of the nation ' s air resources to promote public health and welfare and for restoring and maintain the chemical , physical , and biological integrity of the nation ' s waters is considered research for other purposes . Article XXIII— Protection of Human Subjects Recipients will comply with requirements of the Federal regulations at 45 CFR Part 46, which requires recipients to comply with the applicable provisions/law for protection of human subjects for purposes of research .
