<br /> The color video camera used in the recording system shall have a horizontal resolution of
<br /> In% 300 lines at center, a luminance signal -to -noise ratio of 45dB , and a minimum illumination
<br /> requirement of 25 foot candles .
<br /> 2 . 04 TAPES
<br /> Audio-video shall be new . Reprocessed tapes will not be acceptable . The tapes shall be one-
<br /> half inch , high energy , extended still frame capable videocassette, shall be interchangeable
<br /> with the color videocassette player, and shall be compatible for playback with the player,,,,
<br /> receiver ,
<br /> PART 3 — EXECUTION
<br /> 3 . 01 VIDEOTAPING PROCEDURES
<br /> A . Each tape shall begin with the current date, project name, and municipality , and be
<br /> followed by the general location ; i . e . , name of street, house address, viewing side, and
<br /> direction of progress . The audio track shall consist of an original live recording . The
<br /> recording shall contain the narrative commentary .
<br /> B . All video recordings must, by electronic means, display continuously and
<br /> simultaneously generate, with the actual taping, transparent digital information to
<br /> In include the date and time of recording, and station numbers , if shown on the Drawings .
<br /> The date information shall contain the month , day , and year. The time information shall
<br /> contain the hour, minute, and second . Additional information shall be displayed
<br /> periodically . Such information shall include, but not be limited to , project name ,
<br /> contract number, name of street, house address , direction of travel , and the viewing side .
<br /> The transparent information shall appear on the screen .
<br /> C . All taping shall be done during times of good visibility . No taping shall be done during
<br /> precipitation , mist, or fog . The recording shall be done only when sufficient sunlight is
<br /> present to properly illuminate the subjects of recording and to produce bright, sharp
<br /> video recordings of those subjects .
<br /> D . The rate of speed in the general direction of travel of the vehicle used during taping shall
<br /> not exceed 44 feet per minute . Panning, zoom - in, and zoom - out rates shall be
<br /> sufficiently controlled to maintain a clear view of the object.
<br /> E . Tape coverage shall include all surface features located within the zone of influence of
<br /> construction supported by appropriate audio coverage . Such coverage shall include, but
<br /> not be limited to , existing driveways, sidewalks, curbs , pavements , ditches , mailboxes ,
<br /> landscaping , culverts, fences, signs, and headwalls within the area covered .
<br /> F . When conventional wheeled vehicles are used, the distance from the camera lens to the
<br /> ground shall not be more than twelve ( 12 ) feet . In some instances, audio-video tape
<br /> coverage may be required in areas not accessible by conventional wheeled vehicles .
<br /> Such coverage shall be obtained by walking or special conveyance approved by the
<br /> Engineer.
