Sparks , P .E . , Environmental- Engineer c as <br /> Subject : Construction of Two 6" Force Main Bores Under 66th Avenue and the Rangeline <br /> Canal in Conjunction with the 16th Street Pavement Project No. 9920 from 66th <br /> Avenue to 74t111 Avenue — UCP 4053 <br /> BACKGROUND , <br /> On July 7 , 2009 the Board of County Commissioners (BCC) awarded the bid for the above referenced <br /> roadway work to J . W . Cheatham . The subject segment had a 16 " water main identified by the County <br /> Utility Department to help sustain the pressure to the western areas . <br /> On December 12 , 2009 , the BCC approved Change Order No . 1 for Additional Utilities including a 6 " <br /> sanitary force main to provide sewer service to future development along 16th Street to 66th Avenue at a <br /> cost of $ 56 ,483 . 50 . The County Utilities Department has since decided it would be prudent to extend <br /> two 6" force mains across 66"' Avenue and the Rangeline Canal to afford future sewer service to <br /> additional properties on the east side of 66th Avenue north and south of 16th Street for <br /> future <br /> development (See Attachment 1 ) . <br /> ANALYSIS : <br /> A cost proposal was requested of J . W . Cheatham for the work on April 5 , 2010 and a written reply was <br /> received by the County Engineer on April 23 , 2010 and received by the Utility Department on April 26 , <br /> 2010 ( See Attachment 2) . The grand total for the construction of the proposed two force mains and <br /> appurtenant work was $ 57 , 303 . 00 . Staff of the Utility Department decided to compare this cost with unit <br /> bid prices from its Labor Contractor. The result was a Cost Estimate for labor and County Purchased <br /> materials totaling $ 32 , 014 . 84 ( See Attachment 3 ) . <br /> The design of the facilities will be by in -house Utility Department staff as well as FDEP Permit <br /> preparation . The only other expense will be the $250 . 00 FDEP permit application fee and an IRFWCD <br /> Permit application fee of $250 . 00 bringing the project total cost to $ 32, 514 . 84 . <br /> RECOMMENDATION : <br /> The result of using the Labor Contractor over the Roadway Contractor is an irrnnediate savings of <br /> $ 25 , 288 . 1. 6 to the County . It should also be noted that the cost of construction of the entire force main <br /> ($ 88 ,998 . 34) will be passed on to the future developers of the properties to be served ( See Attachment <br /> 4) in the form of actual line extension fees , as shown in the table below . <br /> Staff recommends that the BCC approve the project cost of $ 32 , 514 . 84, approve retaining the Utility <br /> I?\ Utilities\ U 11.
