Flood Hazard <br />Zones are identified under the following procedure: <br />(a) A Flood Hazard Zone shall encompass all lands <br />subject to inundation by the regulatory 100 year flood, <br />including lands in a Critical Flood Zone or Coastal High <br />Hazard Zone. <br />(b) A Critical Flood Zone shall encompass: <br />(1) Lands subject to inundation by a ten <br />(10) year flood, i.e., the flood that <br />has a ten (10%) percent probability of <br />being equalled or exceeded in any given <br />year. <br />(2) Wetlands, watercourses and waterbodies. <br />(3) Floodways (see (d) below). <br />(4) Isolated topographic depressions with a <br />history of flooding or a high potential <br />for flooding. <br />(c) A Costal High Hazard Zone shall encompass <br />areas subject to high velocity waters caused by, but not <br />limited to, hurricane wave wash. <br />-(d) A Floodway shall include the normal channel <br />of a watercourse and adjacent lands that must remain unob- <br />structed to convey the regulatory flood discharge without <br />causing flood elevations to rise along any stretch of the <br />watercourse above a specified permissible increase known as <br />the floodway surcharge. The floodway surcharge shall be <br />established, considering both existing and potential devel- <br />opment, at a level that avoids an increase in potential <br />flood damage. The floodway surcharge may be increased; <br />however, if a developer wishes to construct some additional <br />13 <br />
