I <br />Detention (or to Detain) - The collection and temporary <br />storage of stormwater in such a manner as to provide for <br />treatment through physical, chemical, or biological process- <br />es with subsequent gradual release of the stormwater to the <br />receiving waters, in which the capacity for the specified <br />treated volume of stormwater is $4$ 1i//BfVqV:Va(1d restored <br />within 90 72 hours following a storm event. On-line <br />detention is temporary storage along the axis of the drain- <br />age system, whereas "off-line" detention is temporary <br />storage at a location away from the system's direct path. <br />Development Project - Any intentional man -caused change <br />or improvement to land which increases the amount of imper- <br />vious cover or results in the change in elevation of any <br />portion of the land or changes the existing stormwater <br />system and flood management system. A development project <br />shall include but shall not be limited to all projects which <br />require site plan or subdivision approval under the County <br />Code. <br />Discharge - The outflow of water from a project site, <br />drainage basin or other facility. <br />Drainage System (Artificial) - Any canal, ditch, <br />culvert, dike, storm sewer or other man-made facility which <br />tends to control the surface flow of water. <br />Drainage System Natural - Surface streams or marshes <br />which convey water to natural points of drainage. <br />Elevations - Heights in feet expressed in relation to <br />mean sea level and referenced to the National Geodetic <br />Vertical Datum (NGVD). <br />Existing Development - Any development, improvement or <br />impervious surface existing on a project site at the time of <br />request for site plan approval. <br />Filtration or to Filter - The selective removal of <br />suspended matter from stormwater by passing the water <br />through at least 2 feet of suitable fine -textured granular <br />medium such as porous soil, uniformly graded sand and gravel <br />or other natural or artificial aggregate, which may be used <br />in conjunction with filter fabric or underdrain pipe or <br />both. <br />Flood or Flooding - A general and temporary condition <br />of partial or complete inundation of normally dry land areas <br />from <br />(1) The overflow of inland or tidal waters. <br />(2) The unusual and rapid accumulation of runoff of <br />surface waters from any source. <br />
