ORDINANCE NO. 87- 19 <br />Interstate 95, a controlled access four -lane highway, runs through <br />the County connecting its residents south to Miami and north to <br />the rest of the eastern seaboard. There are currently two inter- <br />changes for the interstate in the County, located at State Road 60 <br />and at County Road 512. There are also plans for a third inter- <br />change at Oslo Road in the future. I-95 is an asset to Indian <br />River County due to its important link to intra -and interstate <br />commerce. <br />The other national thoroughfare. which serves Indian River County <br />is U.S. Highway 1. U.S. 1 is a four -lane highway which runs north <br />and south through the County. U.S. 1 links the major commercial <br />areas as well as the cities of Vero Beach and Sebastian, the two <br />largest municipalities in the County. <br />State Road 60 is the County's primary east -west thoroughfare. <br />This road is a divided highway east of I-95 ranging in width from <br />four to six lanes. West of I-95, S.R. 60 narrows to two lanes <br />which run across the state, linking the County to the Gulf Coast <br />of Florida in Tampa. <br />The other major state road located within the County is A -I -A. <br />This road is a north -south thoroughfare located on the barrier <br />island. This road serves as the only continuous means of <br />north -south travel on the island. <br />This County is also traversed by the Florida East Coast Railroad. <br />This system runs primarily north and south and generally parallels <br />U.S. 1. This mode of transportation serves most of the County's <br />commercial and industrial areas and can be used to ship goods and <br />supplies into and out of the County. <br />Indian River County is served by two municipal airports. The Vero <br />Beach Municipal Airport accommodates both piston and jet aircraft. <br />One commuter airline also operates out of Vero Beach, connecting <br />the County with Florida'.s larger cities. The City of Vero Beach <br />has also established an industrial park adjacent to the airport. <br />The Sebastian Municipal Airport is located in the northeastern <br />part of the County and is geared primarily towards small, light <br />aircraft. <br />Labor Force and Employment <br />Indian River County's employment structure and labor force <br />characteristics are very important aspects when developing <br />economic.development strategies for an area. <br />Indian River County's unemployment rate is approximately 3% <br />higher, on the average, than the State's unemployment rate. The <br />County's unemployment rate is also very cyclical due to the <br />seasonal nature of the citrus industry. This aspect of the <br />County's economy causes its unemployment rate to fluctuate <br />monthly. During the summer months, the County's unemployment rate <br />is usually more than 3% above that of the State. Table 1 <br />illustrates the fluctuation and cyclical nature of Indian River <br />County's unemployment rate. Figure 1 illustrates the disparity <br />between the 1985 unemployment rates of the County and the State. <br />
