No traffic impact analysis shall <br />be required for insignificant projects; however, <br />traffic impact analysis criteria shall be used for <br />link level of service analysis for insignificant <br />projects, where appropriate. <br />c. Significant project standard. <br />Significant <br />p <br />traffic <br />impar <br />ments <br />of <br />this <br />-ojects shall be required to prepare a <br />t analysis pursuant to the require - <br />ordinance. <br />Z d. Traffic Impact Analysis. <br />$ 1. Purpose. <br />The purpose of the traffic impact analysis <br />requirement is to achieve objectives estab- <br />lished in the Transportation Element of the <br />Indian River County Comprehensive Plan. It is <br />intended to provide an equitable and systemat- <br />ic means of determining the future impact of <br />proposed developments upon the Indian River <br />County transportation system, to maintain <br />adequate service levels on roadways, and to <br />ensure that new developments install required <br />traffic improvements which are necessary to <br />preserve the public health, safety and general <br />welfare. <br />A traffic impact analysis shall be required <br />for site plan applications where the proposed <br />development will generate/attract one thousand <br />(1,000) trips per day or more; or developments <br />where the proposed use is located at a crit- <br />ical transportation location, as determined by <br />the Director of Public Works. The applicant <br />will be notified at the pre -application stage <br />if a traffic impact analysis will be required, <br />provided sufficient information is available <br />for County staff to determine whether or not <br />the trip generation threshold will be sur- <br />passed. <br />The approving body may waive this requirement <br />based on a determination by the Director of <br />Public Works that the proposed use will not <br />generate any adverse off-site impacts warrant- <br />ing corrective measures by the applicant or <br />that sufficient data is already available for <br />the traffic impacts to be adequately assessed. <br />¢ 3. Applicable Trip Generation Rates. <br />Trip generation will be calculated based upon <br />actual studies performed for or by Indian <br />River County, as available or the latest data <br />contained within the Institute of <br />CODING: Words in type are deletions from existing <br />law; words underlined are additions. <br />16 2.
