i <br />xiii. Temporary Construction Signs. Temporary construction signs <br />advertising the construction or improvement of the property upon <br />which such sign is located may be erected upon issuance of a <br />building permit for the subject project subject to compliance <br />with the following conditions unless otherwise required by <br />federal law: <br />(a) Character of Sign. A construction sign(s) shall not exceed <br />a cumulative area of sixteen (16) square feet, and no more <br />than three (3) such signs per premises shall be permitted. <br />Such sign(s) shall not be illuminated. These signs must be <br />located on the developing premises, at least five (5) feet <br />frcan all rights-of-way, and at least twenty (20) feet from <br />other property lines. Construction signs are otherwise <br />subject to the regulations applicable to the district where <br />erected. Construction signs shall otherwise comply with <br />provisions of this ordinance. <br />(b) Timing of Removal. Any construction sign shall be removed <br />prior to the issuance of a final certificate of occupancy. <br />xiv. Change of Copy. <br />xv. Right of Way Acquisitions. Signs located within recently <br />acquired rights of way may be relocated without obtaining a <br />permit. <br />That the Code of Ordinances of Indian River County is hereby amended by adding a <br />section to be numbered 25-0.5,. which section shall read as follows: <br />"5. PROHIBITED SIGNS. <br />a. The following signs are prohibited on the effective date of this <br />ordinance. Such signs have been found to violate the purpose, intent, <br />and specific provisions of the sign ordinance and shall be removed in <br />accordance with notice rendered by the Code Enforcement Officer. <br />i. A sign which falsely simulates energency vehicles, traffic <br />control devices, or official public signs. <br />ii. Snipe signs, sandwich signs, other portable sign's, and add-on <br />signs. <br />iii. A sign found by the Code Enforcement Official to be structurally <br />unsafe or a hazard to public safety or to life or limb, including <br />signs creating a fire hazard. <br />iv. A sign obstructing any motorist's view of a street or inter- <br />section. The minimum allowable site distance shall be in <br />accordance with Section 131-22(e) of the County landscape <br />ordinance. <br />V* Anyabandoned off -premise sign; any abandoned, non -conforming <br />on -premise sign. <br />vi. A series of two (2) or more signs which must be read together to <br />obtain a single message. <br />Vile Flashing signs except for public signs permitted pursuant to sub- <br />section 25-0.4.b.iie <br />viii.Animated signs, including swinging signs. <br />ix. A sign which obstructs any fire escape, any window, or door or <br />other opening used as a means of ingress or egress so as to <br />prevent free passage of persons. <br />X0 Any sign which interferes with openings required for ventilation. <br />xi. Trailer signs except construction trailers. <br />
