street lighting districts, county fire-:tricts, municipal service <br />taxing units, water and sewer improvements, drainage improvements <br />and solid waste charges. <br />Expenditures of special assessment revenues are restricted to <br />public improvement projects which directly benefit the property <br />owner or payee. For example, street paving assessment revenues <br />must be spent on paving streets which directly benefit the payer of <br />the assessment. In fiscal year 1989-98 1991-92, the special <br />assessment revenues listed above accounted for approximately 3739 <br />4.25 percent of the county's overall revenue. <br />Also included in this cater <br />fees. Like utility charges and user fees, impact fees must be <br />spent on infrastructure needs which will directly benefit the <br />specific group(s) which paid the impact fee. <br />Franchise Fee/Tax <br />A franchise fee or tax is a reimbursement fee to local government <br />for the'use of right of way, cost of regulation and opportunity <br />costs. The county receives franchise revenue from electric, water, <br />sewer, garbage and cable T.V. franchises. There- is a direct <br />relationship between franchise fee revenue and utility revenues as <br />franchise fee revenue increases.. so does utility revenue and vice <br />versa. In the fiscal year 1989/98 1991-92, the county collected <br />over $371 3.9 million of which the majority of revenue was from <br />Florida Power & Light (FPL). The franchise fee is classified as a <br />tax under the state chart of accounts. <br />Other Miscellaneous Revenue <br />Included in this category are road; -water--Er- sewer- impact-�f <br />various administrative fees, licenses and permits, fines, income <br />received as interest from various county funds, rental income, <br />private contributions, and other miscellaneous revenues.
