CAPITAL IMPROVEMENTS ELEMENT <br />GOAL, OBJECTIVES & POLICIES <br />GOAL <br />Indian River County will have a Capital Improvements Program which <br />manages the provision of services and facilities as identified in <br />each element of the Comprehensive Plan in a fiscally prudent <br />manner, and ensures that the levels of service set in each element <br />are maintained, facilities and infrastructure improvements are <br />provided concurrent with development, existing infrastructure is <br />maintained, and balanced growth is attained. <br />OBJECTIVE 1 Construction of Capital Facilities <br />By 1990, the County shall have Capital Improvement systems which <br />identify all existing and future needs and ensure the provision of <br />facilities and services which meet these needs. <br />POLICY 1916 The county shall maintain a five year capital <br />improvement program which is evaluated and updated annually. <br />No capital improvements shall be undertaken by the county <br />unless that improvement is included within this element's <br />adopted five year capital improvements program. The Capital <br />Improvements Element will be reviewed annually. If any <br />transportation facility identified in the Schedule of Capital <br />Improvements is delayed in construction and this delay will <br />cause the level of service to deteriorate below the adopted <br />minimum level of service standard for the roadway, a <br />Comprehensive Plan Amendment will be required to adjust the <br />Schedule of Capital Improvements. <br />POLICY 1.2: The county shall evaluate and prioritize its <br />capital improvement projects based on following criteria. <br />Those criteria are ranked in order of importance. <br />o Preservation of the health and safety of the public by <br />eliminating public hazards, <br />o Compliance with all mandates and prior commitments, <br />o Elimination of existing deficiencies; <br />o Maintenance of adopted level of service standards; <br />o Provision of infrastructure concurrent with the impact of <br />new development; <br />0 Protection of prior infrastructure investments; <br />
