which will minimize the operatinc - 3ts of the infrastructure <br />and maximize the life of the infrastructure. <br />POLICY 1.8: The county shall upon the recommendation of the <br />established Indian River County Finance Advisory Committee <br />explore various sources of revenue for funding capital <br />improvement projects. <br />POLICY 1.9: The county shall manage its long term general <br />obligation debt in such a manner that the ratio of the debt <br />service millage to the countywide millage does not exceed 20 <br />percent. <br />POLICY 1.10: The county shall include all capital <br />expenditures identified in elements of the Comprehensive Plan <br />in excess of $25,000 in its 5 -Year schedule of improvements. <br />POLICY 1.11: The 5 -Year schedule of improvements shall <br />contain a mix of capital expenditures, including projects to <br />eliminate existing deficiencies, upgrade and replace existing <br />facilities and construct new facilities. <br />POLICY 1.12: The county shall establish a procedure in its <br />annual budget review for a capital improvements program, which <br />requires each county department to include in its annual <br />budget request applicable expenditures as identified in the <br />capital improvements program of the appropriate element of the <br />Comprehensive Plan. <br />POLICY 1.13: The county shall urge the State of Florida to <br />provide new revenue sources and enhancements of existing <br />revenue sources for mandates and capital projects. <br />OBJECTIVE 2 Development in High Hazard Coastal Areas <br />By 1990, the county will have eliminated all public expenditures <br />that subsidize development in high hazard coastal areas. <br />POLICY 2:1: The county shall make appropriations for <br />infrastructure in coastal high hazard areas only to maintain <br />existing infrastructure. <br />POLICY 2.2: The county shall require that all developments <br />and all single family units in high hazard coastal areas fully <br />pay for the required infrastructure improvements through <br />impact fees, developer dedications, assessments, and <br />contributions. <br />
