ALSO PRESENT WERE .JOHN DUMARS, <br />CITY MANAGER, AND JAMES VOCELLE, ATTORNEY TO THE CITY COUNCIL OF THE <br />CITY OF VERO BEACH. <br />CHAIRMAN Loy STATED THE PURPOSE OF THIS JOINT MEETING IS <br />TO DJSCUSS AND DEFINE BOUNDARIES IN REGARD TO THE SEWER AND WATER <br />SYSTEM THAT WILL SERVE INDIAN RIVER COUNTY EITHER BY THE CITY OF <br />VERO BEACH OR INDIAN RIVER COUNTY. <br />CHAIRMAN LOY REQUESTED MR. MIKALSON TO EXPLAIN THE GUIDELINES <br />SET BY THE ENVIRONMENTAL PROTECTION AGENCY IN ORDER TO OBTAIN FEDERAL <br />FUNDS. <br />MR. MI.KALSON STATED THERE ARE THREE STIPULATIONS CONTINGENT <br />ON THIS GRANT, AS FOLLOWS: <br />1. THAT THERE BE ONLY ONE TREATMENT PLANT ESTABLISHED IN THE SOUTH <br />PORTION OF THE COUNTY; <br />2. THAT THE CITY AND THE COUNTY AGREE ON DEFINITE BOUNDARIES EACH <br />WILL SERVE. <br />3. THAT THE CITY JUSTIFY THE NEED FOR THE PROPOSED PLANT. <br />MAYOR FLETCHER URGED THE COUNTY COMMISSIONERS TO COOPERATE <br />WITH THE CITY OF VERO BEACH IN ORDER TO MEET A .JANUARY 15TH, 1973 DEADLINE <br />FOR THE CITY TO SUBMIT APPLICATION TO THE ENVIRONMENTAL PROTECTION <br />AGENCY FOR FEDERAL FUNDS. <br />TED .JENSEN, CITY ENGINEER STATED THE AREAS THAT WOULD BE <br />SERVICED BY THE CITY OF VERO BEACH, AS FOLLOWS: THE CITY ITSELF; <br />THE BEACH AREA FROM THE NORTH LIMITS OF THE TOWN OF INDIAN RIVER SHORES <br />TO THE SOUTH COUNTY LINE AND A FEW SMALL AREAS OUTSIDE THE CITY LINE <br />THAT ARE PRESENTLY BEING SERVICED BY THE CITY. <br />140 <br />
