ORDINANCE NO. 94-25 <br />"Zone of imminent collapse" means an area subject to <br />erosion adjacent to the shoreline of an ocean, bay, or lake <br />and within a distance equal to 10 feet plus 5 times the <br />average annual long-term erosion rate for the site, <br />measured from the reference feature. <br />H. Chapter 901 is hereby amended by revising certain existing <br />definitions as follows: <br />"Basement" a story partly underground and having at least <br />one-half of its height above the average adjoining grade. <br />A basement or cellar shall be counted as a story if the <br />vertical distance from the average adjoining grade to the <br />ceiling is over five feet. For purposes of County Code <br />Chapter 930 relating to flood protection, "basement" means <br />that portion of a building having its floor subgrade (below <br />ground level) on all sides. <br />adjacent • •.- means a wall that is not part of the <br />structural support of the building and is intended through <br />its design and construction to collapse under specific <br />lateral loading forces without causing damage to the <br />elevated portion of the building or the supporting <br />foundation systemo <br />(1) Before the repair or improvement is started; or <br />means the total cost of reconstruction, alteration, <br />rehabilitation, addition, or other improvements to a <br />building (including electrical, plumbing, heating, and <br />air conditioning) taking place during a ten year <br />period. which equals or exceed fiftv (50) Dercent of <br />initial repair or improvement. In the case of damage, <br />the market value of the building is that prior to the <br />damage occurring.
