Administrative Permit Appeal Procedures. <br />Section 971.04(7) is hereby amended to read as follows: <br />(7) Status of decisions. Actions taken by the planning and <br />zoning commission regarding administrative permits shall be <br />deemed final unless appealed to the board of county <br />commissioners, pursuant to the 'procedure of .• - •0site <br />plan appeal procedures set forth in Chapter 914. <br />19, Final Plat Survey Requirements. Section 913.07(6)(D)(10) is <br />hereby amended to read as follows: <br />10. a. The initial point in the description shall be <br />accurately tied to the nearest section corneror <br />government •t corner government corner, and a <br />second point shall be tied to a second government <br />corner. EmigA certified corner record must be <br />submitted to the County Surveyor and to the <br />department of natural resourcesDepartment of <br />Environmental Protection for each such corner, in <br />accordance with Florida Statutes Section 177, Part <br />III. <br />b. Where such ties are required, state plane <br />coordinates shall be shown on the Certified Corner <br />Records. This requirement to tie into the IRCHCN <br />may be waived by the County Surveyor for subunits <br />or replats of plats that have already been tied_ <br />into the IRCHCN. <br />c. Ties to government corners and to IRCHCN monuments <br />shall conform to FGCC .Third.•Order ClassI standards <br />and shall be so certified on the face of the plat <br />under the Certificate of Surveyor. <br />20. Limitations on Opaque Buffer Feature Materials. <br />A. Section 901.03, definition of "Buffer, opaque feature" is <br />hereby amended to read as follows. <br />Buffer, opaque feature. an additional screening <br />requirement pertaining to landscape buffers, to provide <br />a visual screen between adjacent land uses. An opaque <br />buffer feature is intended to completely exclude all <br />visual contact between uses, to a specified height (six <br />(6) feet or three (3) feet). The opaque feature is <br />applied in conjunction with a particular buffer type, <br />said buffer type consisting of canopy/shade trees, <br />understory and groundcover (reference Chapter 926, <br />Landscape and Buffer Ordinance). The opaque feature may <br />be composed of a wall, solid and/or slatted fence <br />landscaped earth berm, planted vegetation, or existing <br />vegetation, or any combination thereof which maintains a <br />completely opaque screen of a specified height.
