1. All site plan projects shall include the provision <br />of sidewalks along the entire frontage of adjacent <br />roads designated by the thoroughfare plan as <br />arterials or collector roadways (including <br />subdivision collector or subdivision feeder roads), <br />unless otherwise indicated by the county <br />comprehensive bikeway and sidewalk plan. Projects <br />I <br />ay be exempted from this requirement upon a <br />determination, by the public works and community <br />development directors, that the need for providing <br />a <br />sidewalk(s) along the adjacent road rights) -of - <br />ay frontage of a site is precluded by physical or <br />design constraints. <br />2. All site plan projects shall include the provision <br />of sidewalks along the entire frontage of all <br />adjacent roads designated by the county <br />comprehensive bikeway and sidewalk plan as being <br />school access routes; and <br />3. Sidewalks shall be located along the entire <br />Efrontage of all adjacent local streets, and on both <br />sides of all interior local streets except where <br />one or more of the following criteria are <br />satisfied: <br />a. Within residential projects a street segment <br />serving no more than twenty (20) lots <br />terminates in a cul-de-sac where a future <br />extension of the street beyond the cul-de-sac <br />is not needed as determined by the county <br />traffic engineer. In such cases no sidewalks <br />shall be required. <br />The density within the project, if a <br />residential project, is not greater than three <br />(3) units per acre. In such cases no <br />sidewalks shall be required. <br />The community development director and th <br />public works director approve an exemptio <br />based upon one or more of the followin <br />criteria: <br />I . It is anticipated that the use(s) ( non- <br />-residential only) will not attract or <br />generate significant pedestrian traffic; <br />lI. A nearby existing or planned sidewalk <br />ill adequately serve anticipated <br />ffby <br />edestrian traffic attracted or generated <br />the subdivision, <br />III. The anticipated use(s) (non-residential <br />only) or vehicular traffic <br />characteristics of the subdivision are <br />incompatible with pedestrian traffic;= <br />IV. The existing street conditions are such <br />that it is anticipated that sidewalks <br />could not be effectively integrated into <br />an existing or planned sidewalk system; <br />
