Comprehensive Plan ATTACHMENT A Future Land Use Element <br />Policy 1.34: The new town land use designation shall be a floating zone which may be overlaid on <br />any property with an agricultural land use designation (A&1, AG -2, and AG -3). Each new town <br />designation shall be approved as a Planned Development (PD) and shall meet the requirements of <br />Policy 1.35. <br />No new town designation shall be approved except as an amendment to the Future Land Use Map <br />of the Comprehensive Plan. Such amendments shall identify the location of the district on the future <br />land use map and shall update the plan's data and analysis section to reflect the population impacts <br />of the district. Compliance with all new town designation requirements shall indicate that a <br />proposed new town district amendment is consistent with the comprehensive plan and warrants <br />approval: <br />BOUNDARY TO BOUNDARY DISTANCE MINIMUM <br />FROM URBAN SERVICE AREA SIZE <br />* one mile or less 1200 acres <br />* more than one mile but less than six miles 2400 acres <br />* more than six miles 3600 acres <br />b, no new town district <br />road <br />shall be established unless <br />it <br />a. no new <br />town district shall <br />be established unless <br />it meets the <br />following <br />minimum <br />an existing <br />size <br />town district <br />fo no new <br />town <br />district <br />shall <br />be approved <br />requirements: <br />unless the <br />project <br />application <br />is <br />BOUNDARY TO BOUNDARY DISTANCE MINIMUM <br />FROM URBAN SERVICE AREA SIZE <br />* one mile or less 1200 acres <br />* more than one mile but less than six miles 2400 acres <br />* more than six miles 3600 acres <br />e. no new town district shall be approved without a finding that the district, as approved, will <br />have no adverse impact on natural resources <br />b, no new town district <br />road <br />shall be established unless <br />it <br />is located on or has <br />access to an arterial <br />ce no new town district <br />e. no new town district shall be approved without a finding that the district, as approved, will <br />have no adverse impact on natural resources <br />do no new town district <br />Management System <br />shall be approved <br />unless it <br />is consistent <br />ce no new town district <br />shall <br />be designated <br />within <br />6 miles of <br />an existing <br />new <br />town district <br />e. no new town district shall be approved without a finding that the district, as approved, will <br />have no adverse impact on natural resources <br />do no new town district <br />Management System <br />shall be approved <br />unless it <br />is consistent <br />with the Concurrency <br />e. no new town district shall be approved without a finding that the district, as approved, will <br />have no adverse impact on natural resources <br />Policy 1.35: The new town land use designation shall be established through the Planned <br />Development (PD) process. For any land to receive the new town land use designation, a PD project <br />must be approved which clusters residential and non-residential uses in a manner which protects <br />agricultural and open space areas, protects natural resources, creates a self-sufficient community, <br />minimizes off-site traffic, and does not increase urban sprawl. <br />Community Development Department Indian River County 79.1 <br />fo no new <br />town <br />district <br />shall <br />be approved <br />unless the <br />project <br />application <br />is <br />supported <br />by <br />sufficient <br />data <br />and analysis <br />to <br />justify the <br />need for the <br />project. <br />The need <br />justification <br />can <br />be <br />met by data <br />and <br />analysis <br />which <br />shows that <br />the project's projected <br />population <br />together <br />with <br />the projected <br />population <br />of <br />any other <br />approved new town <br />projects <br />will <br />not <br />increase <br />the <br />county's <br />residential <br />allocation <br />factor for <br />the time horizon of <br />the comprehensive <br />plan. <br />Policy 1.35: The new town land use designation shall be established through the Planned <br />Development (PD) process.
