ATTORNEY BURCH INFORMED THE BOARD THAT HE RESEARCHED THE <br />QUESTION AS TO WHETHER IT IS LEGAL FOR THE COUNTY TO CONTRIBUTE <br />A CASH DONATION TO THE INDIAN RIVER COUNTY.SAFETY COUNCIL FOR THEIR <br />PROJECT "SAFETY CITY" AND STATED THAT•IT WOULD BE A LEGAL EXPENDITURE <br />IF THE COUNTY LIMITED THEIR PARTICIPATION TO ROAD WORK, SIDEWALKS AND <br />DRAINAGE WORK, <br />THE ADMINISTRATOR WAS IN RECEIPT OF A LETTER FROM THE <br />INDIAN RIVER COUNTY SAFETY COUNCIL LISTING THE.WORK THEY -WOULD LIKE <br />DONE BY THE COUNTY PLUS A $20,000.00 CONTRIBUTION SOME ITEMS ON <br />THE LIST COULD NOT BE DONE BY COUNTY FORCES AND THE BOARD ASKED <br />THE ADMINISTRATOR TO REVIEW THE.LIST AND -MAKE A LIST OF THE WORK <br />THE COUNTY FORCES COULD DOS IT WAS THE.BOARD'S OPINION THAT THE <br />COUNTY FORCES COULD DO THE ROAD WORK AND PREPARE CONVENTIONAL <br />DRAINAGE DITCHES IN THE AREA, BUT.ON A SIMPLIFIED BASIS. THE <br />ADMINISTRATOR WAS INSTRUCTED TO INVESTIGATE FURTHER'AND TO INFORM <br />THE SAFETY COUNCIL OF THE BOARD'S FEELINGS. <br />COMMISSIONER SIEBERT SUGGESTED THAT, IN HIS OPINION, THE <br />TIME HAS COME FOR.THE BOARD TO MAKE DEFINITE STATEMENTS REGARDING <br />THE MASTER PLAN, SO THAT THE PLANNING CONSULTANTS KNOW THE BOARD'S <br />FEELINGS. COMMISSIONER SIEBERT ALSO SUGGESTED THAT THESE STATEMENTS <br />BE PUT IN THE FORM OF A RESOLUTION OR AS A POLICY STATEMENT. <br />CHAIRMAN SOY STATED THAT THE PLANNING CONSULTANTS, PLANNING <br />DEPARTMENT AND ZONING COMMISSION ARE THE EXPERTS IN THIS FIELD AND <br />IT IS UP TO THE EXPERTS TO BRING THE INFORMATION TO THIS BOARD FOR <br />CONSIDERATION AND APPROVAL. <br />AFTER FURTHER DISCUSSION IT WAS SUGGESTED THAT THE COUNSULTANTS, <br />PLANNING DEPARTMENT AND ZONING COMMISSION COME UP WITH SPECIFIC ITEMS <br />THEY WOULD LIKE POLICY STATEMENTS ON AND.BRING IT BEFORE THE BOARD. <br />VAL BRENNAN, PLANNING DIRECTOR! WILL HANDLE THIS AND <br />REPORT BACK TO THE BOARD. <br />MR. BRENNAN INFORMED THE BOARD THAT BECAUSE OF A LIMITED <br />AMOUNT OF MONEY, FEDERAL FUNDING FOR THE 1973-74 "701" PLANNING <br />PROGRAM LOOKS VERY SLIM. <br />MR.
