i <br />AT THE REGULAR MEETING OF THE COUNTY COMMISSIONERS ON <br />APRIL 18. 1973 A PUBLIC HEARING WAS HELD REGARDING VISTA PROPERTIES, <br />INC OBTAINING A COUNTY SEWER AND WATER FRANCHISE. THE BOARD WAS <br />INFORMED THAT ECOLOGICAL UTILITIES, INC. HAS AN EXCLUSIVE FRANCHISE <br />IN THAT AREAL IT WAS THE BOARDS OPINION THAT ECOLOGICAL UTILITIES, <br />INC. AND VISTA PROPERTIES, INC. WORK OUT A SOLUTION TO THIS PROBLEM <br />AND APPROVED A CONTINUATION OF THIS PUBLIC HEARING UNTIL MAY 9,1973. <br />.JOHN CALMES, REPRESENTING VISTA PROPERTIES, INC.AND <br />G. KENDALL SHARP, ATTORNEY AND STEVE LEDERER REPRESENTING ECOLOGICAL <br />UTILITIES, INC., APPEARED AND MR. CALMES INFORMED THE BOARD THAT <br />VISTA PROPERTIES, INC. WILL CONSTRUCT A SEWER AND WATER TREATMENT <br />PLANT AND WHEN THIS PLANT IS COMPLETED IT WILL BE TURNED OVER <br />TO ECOLOGICAL.UTILITIES, INC. AT THIS TIME THE AGREEMENT BETWEEN <br />VISTA PROPERTIES, INC. AND ECOLOGICAL UTILITIES,INC. HAS NOT BEEN <br />SIGNED. <br />THE ATTORNEY INFORMED THE BOARD THAT IF THIS AGREEMENT <br />IS SIGNED, THE COUNTY WILL HAVE TO BUY THIS SYSTEM FROM ECOLOGICAL <br />UTILITIES, INC. WHEN THE COUNTY COMES THROUGH WITH ITS SEWER AND WATER <br />SYSTEMS THE ATTORNEY STATED IF WE WANT THIS SYSTEM, WE SHOULD GET IT <br />NOW. IT WAS SUGGESTED THAT THE COUNTY INVESTIGATE THE POSSIBILITY. <br />OF BUYING OUT THE COUNTY'S FRANCHISE WITH ECOLOGICAL UTILITIES. INC. <br />THE BOARD REQUESTED VISTA PROPERTIES, INC. DELAY SIGNING <br />THIS AGREEMENT:WITH ECOLOGICAL'UTILITIES, INC. FOR 30 DAYS, MR. <br />CALMES STATED VISTA PROPERTIES, INC. WOULD GO ALONG WITH THE BOARD S <br />REQUEST. <br />ON MOTION BY COMMISSIONER SIEBERT, SECONDED BY COMMISSIONER <br />DRITENBAS, THE BOARD UNANIMOUSLY AUTHORIZED THE COUNTY CONSULTING <br />ENGINEERS TO PROCEED IMMEDIATELY ON AN EVALUATION AND APPRAISAL OF <br />INDIAN RIVER COUNTY'S FRANCHISE WITH ECOLOGICAL UTILITIES, INC. AND <br />RETURN WITH THIS INFORMATION. THE BOARD ALSO APPROVED A CONTINUATION <br />OF THIS PUBLIC HEARING UNTIL MAY 23, 1973. <br />MRS. ABBATIELLO AND GEORGE BULTEZ REPRESENTING THE ROCK <br />RIDGE PROPERTY OWNERS ASSOCIATION APPEARED TO INFORM THE BOARD <br />THAT SINCE THE ADOPTION OF A COUNTY ORDINANCE CREATING A SPECIAL <br />PURPOSE DISTRICT KNOWN AS THE "ROCK RIDGE STREET LIGHTING DISTRICT" <br />THEY HAVE NOT RECEIVED ANY STREET LIGHTS, AND REQUESTED THE BOARDS <br />ASSISTANCE.
