SECTION 15. SEVERABILITY <br />The provisions of this ordinance are intended to be <br />severable. If any one or more sections, paragraphs, sentences, <br />clauses or provisions shall be held to be illegal or invalid, the <br />remaining sections, sentences, clauses and provisions of this <br />ordinance shall nevertheless stand and be construed as if the <br />illegal or invalid sections, sentences, clauses or provisions had <br />not been included herein. <br />SECTION 16. EFFECTIVE DATE <br />A certified copy of this ordinance, as enacted, shall be <br />filed by the Clerk with the Office of the Secretary of State of <br />the State of Florida within 10 days after enactment, and this <br />ordinance shall take effect upon filing with the Secretary <br />of State. <br />DONE AND ORDAINED by the Board of County Commissioners of <br />Indian River County, Florida, this 18 day of July , 1995. <br />This ordinance was advertised in the Vero Beach Press <br />Journal on the 29 day of Jijnp , 1995, for a public hearing <br />to be held on the 18 day of July 1995, at which time it <br />was moved for adoption by Commissioner T i p p i n , and the motion <br />was seconded by Commissioner E g g e r t, and, upon being put to a <br />vote, the vote was as follows: <br />Chairman Kenneth R.
