III. THE INDIAN RIVER COUNTY LOCAL HOUSING ASSISTANCE PROGRAM <br />(IRCLHAProgram) <br />The Indian River County Local Housing Assistance Program <br />(IRCLHAProgram) is the mechanism to be utilized by Indian <br />River County to provide assistance and incentives to encourage <br />the provision of affordable housing for residents of the <br />county. The IRCLHAProgram shall utilize various strategies to <br />make funds held in the Indian River County Local Housing <br />Assistance Trust Fund (IRCLHATF) available to eligible persons <br />or eligible sponsors for the provision of affordable housing <br />for eligible persons. By providing such assistance through <br />the various strategies, the IRCLHAProgram shall serve to <br />reduce the cost of housing for eligible recipients. <br />The IRCLHAProgram will be implemented, administered and <br />operated by the Indian River County Community Development <br />Department. The requirements and guidelines for the <br />IRCLHAProgram and its available strategies are as follows: <br />A. General Program Requirements <br />The Indian River County Local Housing Assistance Program <br />(IRCLHAProgram) shall be operated in conformance with the <br />requirements of the State Housing Initiatives Partnership Act, <br />Section 420.907, Florida Statutes, and the State Housing <br />Initiatives Partnership Program, Chapter 9I-37 of the Florida <br />Administrative Code. General operation and implementation of <br />the program shall comply with the following specific criteria: <br />1. Advertisement and Notice of Fund Availability <br />Formal public notice of the availability of funds for the <br />provision of affordable housing via the IRCLHAProgram shall be <br />made in the following manner. <br />a. At the beginning of the Fiscal Year: <br />i. A Public Notice Advertisement listing the <br />expected amount of funds to be available for <br />the commencing fiscal year shall be placed in <br />the local daily newspaper; and <br />lie General publicity flyers, describing the <br />IRCLHAProgram and listing the expected amount <br />of funds to be available for the commencing <br />fiscal year, shall be distributed to local <br />organizations for distribution to the general <br />public.
