public services will eliminate a financial burden for the <br />owner who may be unable to afford either making a lump <br />sum payment of the fees, or financing payment of the fees <br />at current market rates which currently exceed seven <br />percent (7%). <br />The provision of Impact Fee Grants will primarily be <br />directed to the construction of new housing units. <br />Impact Fee Grants to existing homeowners may be provided <br />only when connection to public services is required under <br />state law or by the county in compliance with its <br />connection ordinance and comprehensive plan policy to <br />provide services to existing homes. However, when <br />existing homes are to be rehabilitated under the <br />Rehabilitation Loan Assistance Strategy described in Item <br />#5, the impact fee costs to connect the existing unit <br />should be included in the amount of the rehabilitation <br />loan award with a separate impact fee grant provided only <br />if the complete rehabilitation and connection cost will <br />exceed the $10,000.00 Rehabilitation Loan limit. <br />i. Geographic Area <br />Impact fee grants may be made for eligible <br />housing units located anywhere in the County, <br />including all municipalities located within <br />the County. <br />ii. Housing Unit Classification <br />All housing units shall be owner -occupied <br />single-family residences, or single-family <br />residences occupied by a future owner <br />acquiring the unit via a lease -purchase <br />agreement with a lease period of less than two <br />(2) years. <br />Applicant Classification <br />fee <br />may be awarded for <br />eligible <br />b. Eligibility <br />(a) Impact <br />grants <br />i.
