IV. PLAN AMENDMENTS <br />The Indian River County Local Housing Assistance Plan <br />(IRCLHAPlan) shall be adopted and amended in conformance with <br />the following guidelines: <br />A. Authority <br />The IRCLHAPlan may be adopted and amended only by ordinance of <br />the Indian River County Board of County Commissioners. <br />Be Timing <br />At a minimum, the IRCLHAPlan must be amended, updated and <br />adopted (as revised) every three years. However, the <br />IRCLHAPlan may be amended or updated by the Indian River <br />County Board of County Commissioners at any time. <br />Furthermore, the IRCLHAPlan shall be amended and updated prior <br />to expiration of the currently adopted IRCLHAPlan's listed <br />date of duration. <br />CO Procedures <br />Adoption and amendment procedures for the IRCLHAPlan shall be <br />as follows. <br />1. The IRCLHAPlan and,amendment proposals shall be compiled <br />by the Community Development Department staff. <br />2. The IRCLHAPlan and compiled amendment proposals shall be <br />presented to the Indian River County Affordable Housing <br />Advisory Committee (IRCAHAC) for review and <br />consideration. <br />3. The IRCAHAC shall review the IRCLHAPlan and amendment <br />proposals and shall make a formal recommendation for <br />consideration of the IRCLHAPlan and the amendment <br />proposals to the Indian River County Board of County <br />Commissioners. <br />4. The Indian River County Board of County Commissioners <br />shall review the proposed IRCLHAPlan and amendment <br />proposals and vote to transmit the proposed IRCLHAPLan <br />and amendment proposals as approved by the Board, to the <br />Florida Housing Finance Agency (FHFA) for its compliance <br />review. <br />5. The IRCLHAPlan and amendment proposals shall be <br />transmitted to the FHFA within ten (10) working days of <br />the Board of County Commissioners' determination to <br />
