V. CERTIFICATION <br />Indian River County certifies that: <br />• The availability of SHIP/IRCLHAProgram funds will <br />be advertised pursuant to 9I -37.005(6)(a)(1). <br />• A maximum award schedule to govern fund <br />distribution at the local level has been, or will <br />be, adopted. (See Exhibit "C" of this document.) <br />• A process for selection of recipients for funds has <br />been or will be, developed. (See Section IIID of <br />this document.) <br />• All SHIP funds will be expended in a manner which <br />will insure that there will be no discrimination on <br />the basis of race, creed, religion, color, age, <br />sex, familial status, or national origin. <br />• Recipients of funds will be required to <br />contractually commit to program guidelines. (See <br />Section III.D.6.b of this document.) <br />• The Florida Housing Finance Agency will be notified <br />promptly if the Local Government (or Interlocal <br />Entity) will be unable to comply with the <br />provisions of the Plan. <br />• An amended Plan will be submitted if 50% of the <br />distributed funds have not been encumbered by the <br />mid -point of each fiscal year, except in State FY <br />1992-93. <br />• The Plan conforms to the Housing Elements of the <br />Local Governments' Comprehensive Plan, or that an <br />amendment to the Housing Element will be initiated <br />at the next available opportunity to insure <br />conformance with the Plan. <br />• The representations contained in the Plan are true <br />and accurate as of the date of submission. <br />
