Comprehensive Plan Capital Improvements Element <br />FY 2003/04. Between fiscal years 2002/03 and 2003/04, general government expenditures increased <br />by 11.3%. General government services represented 18.72% of all county expenses in FY 2003/04. <br />Public Safety <br />The Sheriff's Department, Fire Services, Advanced Life Support, Emergency Management, and the <br />Medical Examiner fall under the category of Public Safety. As shown in table 6.5, the county, in FY <br />2003/2004, spent $55,792,130.00 for public safety services,. Between fiscal years 2002/03 and <br />2003/04, public safety expenditures increased by 17.3%. Since FY 1998/99, public safety <br />expenditures have increased by 40%. Public safety represented 39.46% of all county expenses in FY <br />2003/04. <br />Physical Environment <br />This classification encompasses the county's water and waste water utilities, the Solid Waste Disposal <br />District (S WDD), the Soil Conservation District, and the Environmentally Sensitive Land Acquisition <br />Fund. Table 6.5 shows that $3,305,670.00 was spent on these activities in FY 2003/2004. Between <br />fiscal years 2002/03 and 2003/04, physical environment expenditures decreased by 82.22°/o. Since FY <br />1998/99, physical environment expenditures have increased by 147.90%. This substantial increase <br />was due in large part to the environmental lands acquisition of Lost Tree Islands. Physical <br />environment services represented 2.34% of all county expenses in FY 2003/04. <br />Transportation <br />Departments under this category include Road and Bridge, County Engineering, Secondary Roads <br />Construction, and Traffic Engineering. These departments are responsible for designing, <br />constructing, overseeing, and maintaining the county's roads and drainage systems. As shown in <br />table 6.5, the county spent $23,038,234.00 on transportation facilities in FY 2003/04. Since FY <br />1998/99, transportation expenditures have increased by 23.190/0. Transportation expenses represented <br />16.29% of all county expenses in FY 2003/04. <br />Economic Environment <br />Included in this category are the costs of providing services, which develop and improve the economic <br />condition of the community and its citizens. Veteran Services, the Housing Authority, and the <br />Economic Development Division of the Indian River County Chamber of Commerce undertake this <br />function. Table 6.5 shows that those agencies spent $627,914.00 on economic environment services <br />in FY 2003/04. Between fiscal years 2002/03 and 2003/04, economic environment expenditures <br />increased by 7.55%. Since FY 1998/99, economic environment expenditures have increased by <br />125.71%.
