Comprehensive Plan Introductory Element <br />These analyses indicate that, compared to the 1970-1985 period, the pace of growth in the state, <br />region, and county, for the 1985-2000 period, slowed. The outlook for Indian River County is <br />continued growth, although at a slower pace than experienced in the late 70's and early 80's. While <br />outpacing the state growth rate through 1995, and approximately equaling the state growth rate <br />between 1995 and 2000, Indian River County will continue to grow at a slightly slower pace than the <br />more urban areas of the Treasure Coast. <br />Components of Population Change <br />Population growth is the result of two processes: natural growth and migration. Natural growth <br />consists of births minus deaths. A population with a high proportion of younger persons and/or a <br />high birth rate is likely to have a positive natural growth, whereas a population with a high <br />proportion of older persons and/or a low birth rate is likely to experience a negative natural growth. <br />Migration on the other hand is the movement of people from one location to another. Many factors <br />contribute to the decision to relocate to another area: economic, health, climate, and family, to name <br />a few. Table 1.5 identifies the components of growth in Florida, the Treasure Coast Region, and <br />Indian River County. <br />The table indicates that the proportion of growth due to net migration is high throughout the state, <br />region, and especially the county.
